Legendary Scroll

It is the only source of Stormward. The reward chests of the Hollow Sanctum and the Toad Prince hold one only by chance.

Like the Rare Scroll it lasts for ten engravings and turns Blank Runestones into Legendary Runestones. One scroll is enough for a full Stormward set, with engravings to spare.
